Ref 41768: Our client, a growing Operating Company, has a permanent opportunity for a Technical Service Manager for a direct hire position based in Corpus Christi, TX.
The Manager, Technical Services reports directly to the Director, Production and is responsible for directing work activities of Site Technical Services department providing engineering and other technical services that are required for safe, efficient and reliable operation of the liquefied natural gas (LNG) import and regasification terminal. He / she ensure optimum asset management of plant facilities, equipment, and capital to provide safe and reliable delivery of LNG in compliance with regulations. You will ensure that coordination among plant personnel, contractors and regulatory agencies, and protects the resources, assets and workers that are required to operate the terminal.
RESPONSIBILITIES
You must understand all facets of LNG (or other cryogenic hydrocarbon liquids) transportation, storage and processing including safety and security, maintenance, operations, governmental regulations and associated codes and standards.
He / she must have an in-depth knowledge of technical processes, project and design engineering; environmental quality; quality assurance control; corrosion control; drafting; surveying; equipment; performance testing; vibration analysis and equipment troubleshooting; and process computers and controls.
Assigns and prioritizes project and other technical work. Technical responsibilities include but are not limited to: process, project and design engineering; environmental quality; quality assurance control; corrosion control; drafting; surveying; equipment performance testing; vibration analysis and equipment troubleshooting; and process computers and controls.
Optimizes terminal operations to reduce unaccounted-for gas losses, and fuel and other operating costs. Ensures plant equipment is operated within design limitations. Authorizes adjustments to limitations based on analysis.
Develops and manages site technical services budget, accruals, and production.
Reviews and approves all site terminal design modifications and facility additions. Monitors maintenance revisions and operational practices for regulatory compliance. Reviews and comments on operational and maintenance procedures. Assists the Technical Services team in development and design of modifications to all terminal equipment.
Responsible for ensuring all facilities are maintained in accordance with governmental regulations safety standards. Ensures that adequate records and documents are initiated and maintained
Develops and maintains a Quality Assurance program for the terminal. Ensures that materials purchased, all facilities added or modified, and all documentation required by the program meet or exceeds set standards. Ensures that all terminal employees and Technical Services engineers are aware of material quality control, installation requirements and the importance installing materials correctly
Prepares, controls, and accounts for terminal expense and capital budgets in the areas of facility improvements or replacement
Submits capital project requests for approval and oversees the completion of all projects. Acts as Project Manager for capital projects. Prepares contracts, develops and approves technical specifications and procedures for work performed by contractors.
Directs terminal technical activities with Technical Services, Customer Services, and regulatory affairs, outside consultants, contractors and technical groups. Serves as company liaison with customers and other interested parties on technical matters.
Performs supervisory duties and coordinates with Human Resources on all staffing-related activities including recruiting, interviewing, selection, hiring, discipline, development, training, promotions, salary changes, leaves and terminations.
REQUIREMENTS
Education and Certifications: Bachelor degree in engineering.
Experience: Extensive experience and progressing to managerial supervisory experience in an LNG, gas processing, refining, or chemical industry.
LNG liquefaction experience
Experience to include three (3) years of maintenance engineering and one (1) year of process or project engineering.
Experience designing, documenting, implementing and testing technical procedures and training programs. Experience including safety, security, labour relations, maintenance and equipment. Must have a general business background with recent exposure to various business processes such as accounting, procurement, invoicing, budgeting and staffing.
Recent experience with environmental matters as they relate to LNG operations is a plus.
